FATSSSA Legislative Forum: Onifade Bello, others urge legislators to acquaint themselves with knowledge

The FATSSSA House of Representatives (FHR) at the weekend held a legislative forum at the Post Graduate Seminar Room of the department of Political Science. The forum which had in attendance legislators from across the various legislative councils in the Faculty of the Social Sciences was aimed at orientating legislators on the currents and dynamics of legislative proceedings.
While speaking at the forum, Rt. Hon. Onifade Bello, a one-time speaker of the Students’ Representative Council (SRC) stressed the need for honourable members to acquaint themselves with the requisite knowledge needed to carry out their legislative assignments.

In his remark, Onifade Bello emphasised the need for legislators to acquaint themselves with the content of the constitution, to give room for quality debate on the floor of the house and ensure that objectivity takes the forefront in their debates. “As a legislator, you need to know your debate should be of good quality, it should be based on objectivity, it should be well articulated and likewise it should be straightforward.” Onifade said.

He explained further that: “By quality I mean your debates should have facts and figures, it means your debate should be garnished with quotations if necessary… For example you want to talk about the budget; it should not be based on assumption. It should be based on figures that have been presented either by the executive or any other arm of the government. Likewise, it should come with quotations.


By objectivity I mean you’re not coming to house to tackle a particular arm of government… Some people come to the House because they have lost in the executive arm or maybe someone close to them has lost in the executive arm. They come to the house and say we are going to make sure you fail. And by that they become subjective in their debates, in their opinions. You need to be objective because you are not coming to serve that person, you are coming to serve the people, and when you are coming to serve the people, it means you have to articulate and aggregate only the interests that will be bring dividends of governance to the people.”

Rt. Hon. Ibrahim Asiwaju, the immediate past speaker of the suspended SRC who spoke on the topic, Parliamentary Procedure: a means of effective legislation stressed that any effective legislation should be within the scope of purpose, content, context and result. While explaining the basic parliamentary procedure, Asiwaju noted that the basic parliamentary procedures should include the constitution, convention and common sense.

In his own remark, Olarewaju Olashinle (Advantage), the immediate past hall chairman of Kenneth Mellanby Hall noted that effective leadership is a product of character, charisma and intelligence. Other speakers who spoke at the forum include Rt. Hon. Otun Latefat, the Speaker of the Faculty of Agriculture Legislative Council; Victor Caleb, the Speaker of the Faculty of Technology Legislative Council who also is the Chairman of the Council of Speakers.
